PRESENT AND FUTURE USE OF BIOMASS AND PTHER RENEWASLE FUEL IN ENEL GENRATION ASSETS
Enel has launched a wide program for the use of renewable fuels in its generation assets and, according to this program, all the coal fired plants are planned to co-fire renewable fuels in the future.rnRequest for authorization has been already submitted to the licensing authorities, some plants are already operating in co-firing mode.rnThe examples of Fusina and Sulcis power stations are for the moment the most Intresting experiences:rn- unit n. 2 of Sulcis statbn is now burning chipped wood at a maximum rate corresponding to 8% of te thermal input of the unit,rn- Unit n. 3 and n. 4 of Fusina station are burning RDF at a maximum rate corresponding to 5% of their thermal input.rnThe stage of development of the two co-firing experiences is different: while RDF-coal cofiring in Fusina can be considered well developed and in an industrial phase, wood-coal cofiring in Sulcis has been recently started and can be considered still in a commissioning phase.rnThe Sulcis plant includes a circulating fluid bed unit with the nominal power of 340 MWe.rnThe plant started the biomass-coal cofiring the 16th of October 2006 and till now the use of biomass has been discontinuous mainly for boiler commissioning problems.rnUntil January 2007 the plant has been in operation in the cofiring mode for 549 hours, burning 7.938 tons of biomass with an electric net production of 8,16 TWh.rnAs regards to the Sulcis experience is possible to say:rn- no effect on the ash melting point or ash composition,rn- no effect in the boiler temperature profile,rn- no effect on flue gas emission values.rnThis with the limit of the small biomass quantity burst.rnSince it is expected to bum large quantities of biomass with a thermal input above 10%, has been defined and already in operation a monitoring program to maintain under control both short term effects like:rn- byproducts,rn- emissions,rn- efficiency,rn- plant operability and functionality,rnand both long term aspects such as corrosion.rnAs regards to the RDF-Coal cofiring in Fusina, the plant has been built as part of the Thermie project, and with the precondition of a protocol of understanding and a program agreement between the Veneto Region, the Province and Municipality of Venice and ENEL, the Fusina plant was equipped to receive, store, grind and send to the boiler RDF in the form of pellets produced by the adjacent plant of the municipality-owned company, VESTA (Venezia Servizi Territoriali ed Ambientali). This plant was used to conduct an initial, one-year, test campaign to determine the technical and environmental feasibility of RDF-coal cofiring.rnOn the basis of the encouraging results and technical data obtained, the plant was improved and expanded and a second test campaign was conducted that fully confirmed the results of the first, especially from an environmental point of view.rnEvery phase of the won was monitored by a techntal control group that defined the protocols for the environmental measurements and controls to be made.rnARPAV, the Regional Agency for Environmental Prevention and Protection in Veneto, published two official reports on the results of the environmental and technical studies conducted in the two campaigns.rnBeginning from February 2006, the plant was authorized to use a maximum of 35,000 tons of RDF per year and is currently operating commercially with the objective of fuelling the boilers of the plant's units 3 and 4 with the annual quantity of authorized RDF.rnTo date, the plant's experience can bernconsidered positive from the point of view of both the applicability of the industrial process and the environment.rnIn particular, the plant has demonstrated:rn- the high efficiency with which the RDF used is transformed into energy,rn- given the absence of negative effects on the principal components of the thermoelectric unit and the boiler, in particular, the opportunity of using this solution in modern coal-burning plants, characterized by an energy conversion efficiency of over 45%,rn- the modest environmental impact and, in any case, operations characterized by emissions constantly below legal limits and, in particular, lower by an order of magnitude compared to the required limits;rn- the reduced cost of investment and relative simplicity of installation, which allows the technology to be applied also to existing coal-burning plants.......
