AGRICULTURAL R&D FOR DEVELOPMENT IN CAMBODIA: WHERE THE BUCK STOPS (STARTS)


An institutional capacity to undertake agricultural research and development (R&D) is important to the economic and social development of many poor countries. In Cambodia, AusAID (the Australian Agency for International Development) has funded the development of the formal agricultural R&D sector. Now, after more than 10 years of donor assistance, this needs to become self-sustaining. The Cambodian Agricultural Research and Development Institute (CARDI), a newly established national institute, is well placed to operate a 'one-stop-shop' for any further investments in agricultural R&D that may be required. But what should the research profile of CARDI be? How should its research program be conducted? And how can it make best use of scarce donor funds to build an effective and sustainable institution? In this paper, we start to build on some systems ideas of Banathy and Gharajedaghi to trace a trajectory for CARDI that will meet the requirements of relevance, effectiveness and creativity. This discussion addresses the limits of formal approaches to R&D planning and prioritization, the limits of participation, and the opportunities offered by complementarities between them. It offers three models of development for formal sector agricultural R&D: (1) the mini-IARC model (in which CARDI is constructed as a diminutive equivalent of an international agricultural research center or IARC); (2) the adaptive research model (in which its role is primarily that of evaluating possible technological components originating elsewhere, and adapting them to local situations); and (3) the linkage model (in which the emphasis is on the facilitation of information flows). The implications of these three models are explored. No model is clearly dominant - each has a contribution to make to the continued development of Cambodian agriculture. But the contrasts offered by these competing models provide guidelines for specifying the trajectory we are seeking to pursue.......
