DESIGNING HIGHWAY BRIDGES FOR 75-100 YEARS


The environmental conditions, highway maintenance practices, design practices, specifications and construction techniques of the northeastern United States have created conditions that accelerate the deterioration of highway bridges and structures. Maintenance practices for the bridges use heavy doses of deicing salts to improve the driving conditions throughout the winter months. The current design practices do not include durability performance provisions, but are based on strength and fatigue criteria with prescriptive construction measures to provide nominal environmental resistance to the concrete. The construction techniques are based on low bid contracts and managerial oversight of the contractor's quality control plan. The combined effect of this bridge design and construction system has resulted in average bridge superstructure life of 25 to 28 years. The use of performance-based concrete designs and specifications are being implemented to increase the life of new bridges and highway structures and decrease the life-cycle costs of the bridge inventory in the northeastern United States. The specifications are written to require performance based concrete mixtures and detailed quality control measures to batch, place and cure long-life structural elements.
